Elaine is a doctoral candidate at the UC Berkeley School of Information, where she studies private sector data collection and information sharing for public good purposes. She is a 2018-2019 Affiliate at the Berkman Klein Center for Internet & Society.

She previously served as the Co-Director of the Center for Technology, Society & Policy (CTSP) from 2016-2018, and received a National Science Foundation (NSF) Graduate Research Fellowship. Her dissertation studies how private sector research practices and information sharing between industry and academia may shape the national R&D ecosystem.

Prior to joining the I School, Elaine was a Science Policy Fellow at the Science and Technology Policy Institute (STPI) in Washington D.C., an FFRDC that supports the White House Office of Science and Technology Policy (OSTP), as well as the NSF and other agencies. Elaine holds a B.S. in Biochemistry from the University of Texas at Austin where she graduated with highest honors.
